Setting up a hospital tank

I found a great deal today on 10 gal. tanks. A lady on craigs list had tanks for5 dollars each. I got to her house and she offered me a second tank for free! I couldn't refuse, even though the wife said we have no room! Anyway I still don't know what I am going to do with the second 10 gallon.

My question is I want the tank to set up as a hospital tank. I have no idea what to do with it. Do I keep it empty until I need it? Do I fill it and cycle it and keep it unoccupied until needed? I know if its full it will need filtration. Substrate? No Substrate? So many questions!!!!
 
If for hospital, bare bottom is fine, maybe something for cover though. Most meds will kill your bacteria, so why keep it cycled?

If for QT of new fish, pull media over from other tanks for quick startup.
 
You could keep a small filter (even just a sponge filter) in your main tank to move to the 10 when it has occupants. If you dose meds, a sponge can be thrown away and replaced, or cleaned thoroughly and recycled on the main tank.

Doing this, you can keep it empty until needed, and still have a cycled tank so your sick/new fish don't suffer.
