Hi,
I'm looking for plants that grow on bottom surface, which do not grow high (less than 1 inch) and easily spread.
Any suggestion is most grateful. Thanks

my fav is always java moss and java fern. but jave fern can get bigger then one inch.

I would say that any of the various mosses would fit the bill you're looking for. Ferns are nice leafy plants that stay in small clusters and don't grow obscenely large fast, so they make a nice plant choice also.

Some Eleocharis species (aka Hairgrass) stay shortish, but under 1 inch isn't going to happen. You can trim it though. Requires a little more light than j.moss/j.ferns.
Glossostigma elantoides works but also needs a bit more light than hairgrass. Similar and less light demanding is Marsilea aka 4leaf clover.
Hemianthus micranthemoides can work but would take some effort to keep it down to 1".
Hemianthus callitrichoides (aka HC) is the smallest but also the most difficult.
Anubia nana 'petite' is a low light plant that stays small but is still pricey to cover any area.

What about Elatine tiandra or Hydrocotyle vulgaris? I've seen them used, but I don't know anything about requirements.
