Ever since I was doing my DIY co2 system. I got a wierd film kinda thing on my 12 gallon planted fish tanks surface. Do you people know what it is. How to get rid of it?

No clue what it is...usually, those films are just the natural oils present in fish foods. It may have just appeared at the same time you started your DIY CO2; i.e., a coincidence.
I use a Hagen surface skimmer tee'd into the inlet pipe of one of my canisters, and it works wonders.

i don't know for sure, but here's a thought - the by product of the sugar and yeast reaction is CO2 and alcohol. Alcohol is lighter than water and will float on top.
I use 2C suger and 1/4 tsp. yeast and I only fill the 2L bottle about 3/4 full.

it is common in some DIY CO2 setups. Some get a protein skimmmer, and others move their outputs to the surface for more surface movement...
