What the Heck is This? Looks like filaments!

Directly next to an established plant. It looks like a new "plant". It is entirely vertical. Clear/whiteish hair thin filaments. This is completely rooted in the substrate gravel. Sways with the water flow. No fish seem to be bothered by it. They just swim by it and go on their merry way.

I had thought I might remove it with my water change tonight, but forgot with the angst I endured with this water change. :devil: Don't get me started...the python exploded on me....water everywhere....including my husband's laptop....he's not happy! Laptop OK. :) Reprieve for me and my fishy friends!
 
What is the already established plant? Any chance of posting a picture? Depending on the plant already in there, it could be a runner plant or roots growing into the water column for more nutrients.
 
I can't remember what the other plant is. It looks kinda like a draceana.
