Alright so I have this Frill Plant that I got from Petsmart and the fish seem to love it but I can't keep it living. I also can't find any information about a frill plant i'm thinking it has some other name. Can anyone shed some light on this plant?

Can you post a picture of your plant?
Petco sells a lot of plants that are not really aquatic. This could be why it is dying. We'd need a picture to ID it for you.

Here is two pictures, one that is a full and one closer up. Its not Hornwort, and its not Cambomba because they sold them too and this one was different.

One thing i noticed is you have it pretty much planted in a clump. Seperate the individual stems and plant them. Mine does well floating. What wattage of light are you running?

I find Myriophyllum does well if you have about 4wpg. I also dose EI and have pressurized CO2.

My guess is you don't have enough light. ;) How many watts do you have over the tank? This plant is a medium-high to high light plant and in smaller tanks, you need more wattage than you would in a large tank. I also think you should spread out the stems.
