I think that guy has a lot of work on his hands. Though the fish can swim and having more fish doesn't seem to stunt groth but undersized tanks do. If he can keep his levels intact then I think this is ok. The fish swim freely so what is the problem. I hate undersized tanks for fish not overstocked as long as there is swimming room and levels are kept.
 
Crap I didn't knotice the sides were in the window. Yea he needs a bigger tank when looking at the size of some of the fish there is some fish that are still growing this tank cant be bigger then a 30 gal.
 
That's like putting 50 dogs in a storage closet... he sure does need a bigger tank! That's torture
