What to get?

There is a glaring hole in my 96l! Not literally...

...I am going to get something to replace my tetras and dead shrimp (ie equivalent to 2 Cameroon shrimp, 5 Amano shrimp and 8 neon tetras). Should I

a) expand my harlequin school
b) slightly expand my harlequin school and get another cameroon shrimp & Amanos
c) get a second angel
d) get a small festivum <<<This one I am really not sure about. Some stuff i have read says they are fine a 20gal, others recommend 36". Some say they get to 5", others 8". If this is not a good option, what else is an interesting top-dwelling fish?

I am reluctant to get more neons if they will just die off, and anyway new ones will get eaten by my angel eventually. Should I return my 4 remaining neons?

9. there are various other fish as well - most importantly the angel and red tail shark (and maybe the Bolivian ram) - I don't think anything else will cause problems (various catfish, a weather fish (NOT weather loach - its much smaller and thinner) and 3 ADFs). also it will soon be well planted.

Brilliant Rasboras (6 of any 1 spcs).

They're all hardy, shoal nicely and won't eat your other fish -and are too fast for Angel to catch.

Before getting anything - how's the water?
 
ammonia and nitrite = 0, nitrate = 12.5, pH = 7.5, dh = 14

96L is about 25+ gallons..yes you can raise angels in this tank..2 would max this tank out.
taller tanks are better for angels..
if you get a pair out of the two..that would leave little room for anything else.

if you wanted you could keep one angel and add a festivun.
festivums need more swimming room tho (they only get to about 4")
you already have otherfish tho and your stock levels may come into question.

yeah it's 25g, heavy planted, 30x12x15". I have had the redtail for about a year and it has caused no problems except occasionally chasing the ram (though even this is now unlikely due to planting the tank). It is about 3". It has NEVER bothered the angel.

On thinking it over, I won't get another angel. probably I will just replace the shrimps, now that I've seen how it looks with the plants, or maybe get some more harlequins. the bottom layer is well stocked, as is the middle.

However, if anyone has extra info on festivums (or other top dwelling fish (not schooling))...either something kinda small (ie <3"), or something very slow growing (I think festivum are slow growing, right?). Panchax?

Stocking-wise, there are quite a lot of fish, but they are almost all small species (other than the redtail (3") and angel (2.5"), and an extremely lazy 4" marbled syno (biggest fish in there)). I've stocked it based on the method in 'Dr Axelrod's Mini Atlas...' (loosely a 2" fish is equivalebt to eigth 1" fish), taking into account swimming levels etc. Never had any problems with water quality - zero ammonia and nitrite since cycling 15 months ago.
