BW 10g?

In a 10 gallon probably only BBG you could probably house about 4-5 BBG, dunno about other fish.

You need a Hydrometer, your normal test kit will work and of course marine salt.. Setting it up is pretty straight forward, just add the salt, if the tank is established you need to increase the salinity about .002 each week untill you get to desired range. Hope that helps.

guppies do great, so do endlers, mollies(bit big though) i'd do a paludarium and put in some red claw crabs.

1) any BW fish that will fit in a 10g, what do you like? i've got a knight goby that is pushing 3 1/2" and almost 5yrs, lately he's become very shy though and i hardly see him. i like fancy guppies and endlers in my tank but they tend to jump and some of the smaller ones occasionally get eaten by my goby. nerite snails and trumpet snails are great algae control and ghost shrimp are good for left over food that tends to get into rocks out of reach of other fish

2) not very many, BBG can be territorial and non-aggressive feeders so you don't want something that will out compete them for food, you don't want something that will eat them and you don't want something that will outgrow your tank

3) at lower salinities a HOB powerfilter, sump, canister etc etc(basically anything but a UGF, i hate those) if your going to go over about 1.012 then i a sump and protien skimmer or even just a protien skimmer with powerhead for additional water flow would be best but you still can use anything but a UGF

4) just get a good salinity monitoring device with a wide range, i've got a plastic swing arm hydrometer from Aquarium Systems that i like however you will need to occasionally test it against another salinity meter because they can become inaccurate. get a good synthetic marine salt mix, i've heard that Red Sea is sometimes contaiminated with ammonia but everything else seems to work just fine, i personally use Instant Ocean because it's good quality, cheap and found everywhere, you won't need a huge bucket although if you find one for a good price then go ahead and buy it but a 50g bag has lasted me almost a year now. every two days or so just do a 1/2g or 1g water change and add water with some salt, maybe 1.002 SG but do it slowly, i simply put a milk jug(clean one) ontop of a piece of glass over the tank and use a piece of airline to syphon it into the tank, takes about 1/2 hour and i don't have to worry about sudden fluctuations in salinty affecting my fish.

5) BBG will do ok at a wide range of salinities, i've personally had 4 of them at 1.008 for several months and have gone as high as 1.012. i've also heard of a guy taking his to almost full marine salinty to get them to spawn(not sure it this is true) fancy guppies aren't half-bad tankmates. i don't know if you're aware of this yet but BBG are very hard to get to eat flake foods, stick wth live foods like black worms and frozen foods. you will want to keep an eye on them to be sure they are eating, ime, they usually won't go very far for food especially if it's being carried away in the current.
