tank cycle

I bought a 20g tank last week and was wondering if it would be safe to put the filter I would use in it into my 10g for a week and then put into to the 20g to jump start the cycle. Another concern I have is that 1 molly in my 10g had popeye 2 weeks ago, I treated it and everything is fine now but could I introduce popeye into my 20g by switching filters?
 
Yes, that would be an acceptable way to jump start the new tank.

What did you use to treat the popeye? Some meds can ruin your biological filter, which is why you generally see the recommendation on popeye, to treat in a seperate hospital tank. Since popeye has several sources contributing to the formation, like poor water quality, what are your ammomia, nitrite and nitrate levels on the tank? Was one eye affected or both? Other fish with same issue?
 
I used Mardel Maracyn Two. The amonia and nitrites are at zero and the rest of the fish seem fine. The fish with popeye had it in it's left eye only.
