New 30G set-up, need help with stocking...

My dad just gave me this 30G tank that has been running for about 2 years. It's already cycled and ready for fish. I already am going to add 2 keyholes and 8 neon tetras. I'm going to add live plants too. What other fish would be good to add? I was thinking about a male Bolivin Ram? What other tetras look good with neons? What would be a good choice on a tetra?

a school of 8 black skirts would be a good choice, of you could get hatchet fish. they arent a species of tetra, but they school and stay around the top of the tank.
