Goldfish gulping air but tank conditions optimal.

Can someone please help me with my fantail goldfish? I have him in a 5 gallon tank right now (I know too small), but I have 2 filters running. One is an undergravel air pump and the other is a tetra power filter, both are pumping a lot of air into the tank. I also checked my ammonium/nitrite/ph/temp levels and they all look good. Plus, the water is clear and I change about 30% of it every few days and I condition it and leave it sitting for a while. But the problem is, my fish keeps on coming to the top to gulp air as if there isn't enough. He particularily likes to go after all the air bubbles at the surface from the filters. How can I fix this? (btw, he looks fine too, no physical signs of illness after close inspection).

What are the ammonia/nitrite/nitrate/ph/temp, levels, and what kind of conditioner are you using?
 
nitrite and ammonia are both about 0-.5 ppm. Ph is 7.5 or so and temp is 20 degrees celsius. (I think that's around 70 F or so)
 
I didn't test for nitrate, but the conditioner I use is Tetra Aquasafe. Plus, I put in a dab of cycle bacteria stuff every 2 weeks or so. What I do with the water is put it in a big pot in an open room and condition it and then let it sit for 2 or 3 days.
