Should you put in all the decor and plants right as you begin to cycle?

I put everything in when I set my tank up, before it had fish or cycled. Fake plants are ok, I don't know what you'd do about live plants.

Live plants are a different matter.

If you don't wish to have a heavily planted tank, then I'd suggest fishless cycling your tank first, then adding your plants.

I added plastic plants etc. during the fishless cycling process. IMHO it helped me to pass the time by decorating the tank.

i would suggest adding whatever you want *except* live plants as was noted.
