Residue in the filter

Ok, I just installed a whisper power filter 30 on my tank along side my whisper 60 filter. With this I should be getting about 450 gph being filtered in my 55 gallon tank. I noticed in the 60 filter inside the pipe it has like a film of muck that is noticible, is this the bacteria or can i wipe it clean? Also will my new filter establish a bacteria colony on its own? Thanks

you can wipe it clean and yes it will establish a bacteria colony on its own.
