sounds like a bacterial infection. how are your levels and has he had any cuts around his fin area? probalby if it is red but just wondering if there was a history
it would probably be best to take him out and treat him in QT with an antibiotic that you can get at your LFS. make sure to feed him healthy foods as often as you can (ID: dont bother with something like brine unless it is live and newly hatched)
