when i first got into fish (only like 2 yrs ago :p ) i had a 10g witrh normal gravel and incandescent lights... and i bought some aponegoten ulvaceus bulbs from walmart (the dry bulbs that come in a package) and they did great... i didnt use co2 or anything... but they might do better if you could get a lil more than 1 w/g tho'

If you can get Cryptocoryne to grow in your tank (which can be relatively low light demanding) they can work nicely.

try anubia nana or smaller batches of java fern. Marsilea Quadrifolia (http://www.floridadriftwood.com/aquariumplants_marsilea_quadrifolia.html) grows decently under low light also.
