Brown Algae in my tank???

I have noticed on some of my decorations their is a brown substance forming, i easily wiped it off, but this is the second time it has happened. Is this stuff bad? How can i keep it from forming? I have reduced the time my lights stay on to about 7-8 hours. Should I look into getting a algae eating fish? I have a 55 gallon community tank with black mollies, tetras, serpae tetras, red glow zebras, painted tetras, cory catfish, angelfish, and platys. Also when i was vaccuming the gravel i lifted up a few of the plants and when i did there was like a white cotton thing that came up with it that appeared to be full of junk, i removed it with the vaccum but i did not know what it was, it looked like a hairball almost.
 
I just read something about hair algae...could that be what was growing underneath the fake plants???
 
I think I read that brown algae thrives when there is too little light, not the opposite, and that it is most common in tanks that have been set up for 2 to 12 weeks, and that it usually disappears after a short time, often to be replaced by green algae. This is what seems to be happening in our tank. Don't know about the hair algae.
