smaller tanks need more lighting. if you want small. i would get i 5 gal tank and get some of the screw in power compact bulbs to put over the tank.

You'll need to replace the lamp since the ballast for fluorescent lamps are designed to work with a specific wattage.

I have a 10L setup and one of those clip on 9w lamps.

I am growing these plants below successfully with that light and co2 injection

Alternanthera reineckii
Bacopa monnieri
Limnobium laevigatum
Java Moss
Tonnina
Some kind of Hygrophila plant (from amazon, purple)
Windelow Moss (?) or something that looks very much like it.

Why not try dwarf hair grass? It says "ANY" light is okay.

In my 45g with co2 and 192watts of light, I had a hard time getting it to establish.

Hairgrass neds more light then that. If it does not have enough light it will just turn brown and die and that is not very pretty.
