Am i on the right track?

Just wanted people's opinions if i was on the right track in terms of reef keeping (Which will eventually hold fish). My tank is 33 gal i have so far 29 pounds of live rock, 50% live sand and 50% regulas sand, about 1.5"substrate . I am running an aquaclear70 filter and am using a 150 watt visi-therm deluxe heater set at 79F. I have a 20 watt blue light which i will be upgrading, i am using instant ocean salt with a salinity of 1.025 and rising due to evaporation. I use prime to clean my tapwater. The temp is at 80F. Ammonia is at 0.3 (i know thats high) and pH is at 8.3. i have not done a nitrate test and am currently not running a protein skimmer.
 
I think the temp is a little high, aim for about 77F. RO water is better than treated tap water. Top up any evaporation with unsalted water because only the water evaporates and not the salt. Salinity is ok. The live rock and sand will quickly turn the ammonia into nitrite and the nitrite into nitrate, then start doing either a weekly water change of 10% or do 20% every two weeks. Make sure you do regular water tests.
