I was wondering if the 2x13 watt kit from ahsupply with 6500 bulbs is good enough to get good plants in a 10 gallon tank. Also will I need co2 right away?

Yes, the 2x13w kit will pretty much grow anything you throw at it in a 10g tank, PC lights and good reflector and all. CO2 or Flourish Excel is highly recommended right away, as are additional fertilization.

So you don't think I need co2 in a 10 gallon. Is excel a liquid fertilizer.

Excel is a carbon additive, a CO2 substitute.
I prefer to go CO2 over Excel, provides more stable source of carbon.
