how would i be able to cycle a small container to keep some brine shrimp in to try to grow out?

You're better off just using lots of clean water. When I maintained a tank for brine, I would replace the water completely each week, since you can't run more than a sponge filter. The maintenance on a brine tank would be very high, IME, much higher than I want for a food.
