The 65 gal tank I have, has a sump built into the back of the tank, with a spillway at the top that the water goes into from the tank. I have live rock, and live sand in the tank, and 2 fish ( 1 clown and 1 damsel), and 5 hermit crabs. There is not much water movement towards the bottom of the tank. I'm concerned about waste build up in the bottom of the tank. Should I be concerned? I'm doing 10 gallon water changes every 2 weeks, and syphoning the junk of the bottom. Is this enough, or should I do more?

I would add a powerhead to help get some movement down there if it was me.
Yeah a powerhead will help prevent deadspots and add more flow. If you're concerned about the debris or junk, you can always add more of a clean-up crew (snails/hermits/etc.).
These can give you an idea of what you could get (Drs. Foster & Smith)...

Edited to add, I didn't realize you wrote "Mark H." at the top of the page. The above links may help you nonetheless.
