i have a pump that is rated for about 210GPH with a max head of 5.5 feet (it's a Jebao PP-399), the top of my 55 will be about 4 feet above my sump so do u think that would be enough flow???

Sounds rasonable dependiong on the fish. The rule of thumb is 4 -6 full cyles an hour. You should be running right about 4.
As long as your stocking is not too high you shold be okay.
I assume by sump, you mean a wet//dry setup. They are very efficient biological filter, so that helps.
HOw big is your sump? You should add that into all your calculations.

it's going to be a 10 gallon i think considering that is the tank i have which is not setup although i could always buy a bigger one if u guys thing that would be better. And yes i am going to go with a wet/dry system. My problem is on the webiste i say it said that the pump would only pump about 65 gph at 4 feet high so then i would only be cycling once an hour. And also what if i put my aquarium filter on the sump would that help at all???

I would get a bigger pump. If you are going to use a wet dry, you might as well use it to its potential.
