Black spots on Java fern

Is this normal? also it is showing some yellow leaves. Tank is 96l/25gal with 2x24w T5s, CO2 and ferts.

If the spots are somewhat regularly spaced and on the bottom of the leaves, you're seeing the spores. Also, when each leaf gets older, it will start to generate a plantlet somewhere on it. Then once the plantlet is developed a little it will separate and release the plantlet. I've seen some of my leaves turn completely black and yellow, with some transparent spots.

It's normal. It's the way the plant reproduces...as Jaysn explained in his post. Just prun off the yellow or transparent leaves.
