    I find that a layer of diatoms starting can appear like a white smudge from certain angles in the right lighting. Mainly if I'm looking at them from the outside of the glass surface they're on. They will wipe off easily, if it is, and they will actually be brown.

    If you're not running your Magnum with the Biowheel, I believe you can adjust your filter output to agitate the surface of the water. This is where the gas exchange takes place. But I suspect the problem is more of a problem of ammonia and/or nitrite levels than dissolved oxygen.
