Its probably just taking some time to settle in,when i introduced my powder blue tang it took around a week to start eating some brine shrimp...now it eats anything i put in the tank. Try some brown algae sheets on a clip they love that.

The orange algae bloom is normal and it will pass as the tank matures.

Your tank is way too small for a naso tang....it could well be stress thats causing this.
