Ah...used to seeing the two-stage with high press. and low-press. gauges. Never seen a setup like yours.

This is what the place I brought from says about the product.

"CHARACTERISTICS:
•Supporting base keeps CO2 cylinder in position avoiding any potential damage to the CO2 regulator.
•Aluminum CO2 flow regulator provides easy assembling, constant and reliable CO2 dosing rate.
•2 in 1 CO2 diffuser provides clear CO2 bubble reading and the best CO2 diffusing effect.
•Stainless spring design check valve assures most reliable function of stopping backflow. Fastening node assures no bursting out of air tube.
•Seamless aluminum CO2 cylinder.
•Stylish design brings additional elegancy to your aquarium set up.
•Ista’s CO2 cylinders safety standards are approved by Technical Inspection Association (TUV)"

Clearly states a regulator, but as I dont actually know what a regulator looks like I can't ague with them, where obviously you know what one is

It is a regulatorand iI think the knob on top is the needle valve.

Working pressure of the regulator is likely not adjustable but that should not be a problem..

Is it possible that when the solenoid opens it has to clear water from the tubing between the check valve and the aquarium? That could cause this.

If it only lasts a couple of seconds it should not be a problem though.

It is only for a couple of seconds, it has to clear some water from the piping, the water in the pipe only gets as high as the water in the aquarium
