No, black beard algae is very hard to get rid of. Are these fake plants? If so, you can use a bleach solution (in a bucket, outside of the tank) to treat these for a couple of days. But this is only a band-aid and doesn't treat the real problem. This algae comes up where there is an imbalance...

Shirmp + Angels = Dinner served I would avoid this regardless of size. My angels would just kill the shrimp for fun if they were too big.

For a 20 long, I would either use a sponge if you want to breed in there, or a HOB aquaclear filter for a 50 gallon. Canister is overpowered for that tank.

I used the current sattelite LED plant light for the rack I made, they can be programed and changed into many modes. Pretty sweet, but expensive right now. A 48" LED runs around $110.
