Your betta will be very happy in a 10gal, you can find those very cheap if you look around a bit. As for plants, bettas will enjoy things to hide behind. Planting your tank can be more taxing than the fish themselves, so if you don't feel comfortable get some fake stuff to decorate with.

There's really no way to tell from across the internet. If it bothers your fish, i.e. you notice your fish getting knocked around or having to struggle with the current, than its too much. You can displace the current with plants, fake plants, whatever. That could help.
