And you are absolutely correct. Moist air vented into the attic will condense and then drip back down into the insulation, and that is just the start of the issues.
If you heat the room, you actually have to keep it warmer than the tank's target temp as evaporation is constantly cooling the tank. Water will actually hold it's temperature longer than air. Another reason to heat the tank.
Yup, no need for 2x4's at all. You could make that whole stand out of MDF if you wanted to and it would hold that tank no problem. If you have the skill you can make a strong stand out of just about anything. If you are not used to working with wood or have limited tools, then using 2x4's is...
Up to you to trust it or not. On a solid wood stand, you could absolutely trust it. On particle board under paper veneer, I'd be hesitant. Same for MDF. Problem is... once it drys is when you'll find out just how brittle the particle board has become and how flaky MDF will become....
Quite frankly, I would never treat any heater like this. I never assume the markings on the heater are accurate at all, and I check back on the heater every couple of hours to ensure it is working as desired and that I'm making the right adjustments.

There is very little equipment in this hobby that would even care to be on a surge protector. Maybe some of the expensive temperature controllers like the medusa would benefit. Otherwise, your magnetic impellers, and most of your motorized gear, and lighting don't care.

It all depends on how long you want/need to run a tank for on a battery backup. My 1500 APC UPS ran my tank filter, and heater (100watt) for about 12 hours before the power came back on. That was in the middle of summer so the heater wasn't turning on much....
