IME, schooling fish, like Tetra's, very rarely use water-bridges. Schooling fish seem to be bound to one tank and individually they rarely wander off from the school.
The most basic reason my non-schooling fish use the water-bridges is to search for food.

My clown loaches have 4 tanks connected together with waterbridges in which they can swim from tank to tank.

The clowns prefer the low-light tanks, which have less than 1 watts per gallon. They only go in the med and high-light tanks when the lights go off.

I have a few heaterless tanks. I have heaters in my main tanks, but they rarely ever turn on. I keep the temp in my fishroom 77F-79F year round. My Filters heat the water a little too, so my tanks are usually 1 or 2 degrees warmer than the room temperature.
Activated carbon removes diatomic particles to about .5 of a micron. It's also removes chemicals by binding them to the carbon. It might work. It's worth a try if you have it anyway.

No. Don't return it. If your parameters are good it could be diatomic particles that are making your tank cloudy. Have you tried using Activated Carbon?
More filter floss in the filter might help too.
