3 watts per gallon is pretty normal. I'm actually looking to go to around 4 in mine, but you do have to have the co2/fertilization to keep up or you'll get a wicked algae bloom.

I think your mix was heavy on yeast. I'll send you the stuff I use corey, it'll last longer and be more stable although you have to change it about every week and a half.
You'll probably want to add in some Co2 and some fertilizers with that kind of lighting, but at that point you could probably grow about anything you wanted.
Most of my LFS have a 24-48 hour policy with a separate sample of water that doesn't have a dying fish in it. Beyond that you'd be hard pressed to get much more than a discount on your next one.
