If you want to adjust the flow, you can always tee off the line and with a ball valve, control the flow to the UV and at the same time not sacrifice the max flow of your filter.

It may or may not work, depending on how long that reactor section is and the flow rate of the powerhead. Most DIY CO2 reactors are fairly long and are vertical in orientation to take advantage of CO2 trying to float to the top while water flows downwards to mix it all up. Having it sideways...
