CO2 could be detrimental or it could be pointless. I would not use EI unless you are injecting CO2. Java ferns, mosses, swords and anubias will all be fine in low light with no ferts. I would just see how it goes with those and see if algae is an issue with a basic set up. Research CO2...
Pressurized CO2 can cause more problems than its worth in a tank that does not need it. None of your plants you seem to want at this point need it. Try to grow those plants without growing algae, then consider an upgrade to CO2.
Whether you get a regulator now or later, don't waste your money...
If you want a planted tank and don't want to part with the SD, get another tank. I'm surprised the banana plants haven't been eaten. But would imagine if you stopped feeding them they would certainly be eaten eventually. SD eat plants as you have found out.

Mostly correct? CO2 is not needed based on the AMOUNT of plants in a tank. That is what was being asked.
Yes having high light and CO2 will also require adding fertilizer too. But that is not what the OP was asking. So there was really no need to add something that was not being asked or...
Thanks. I have changed it a lot since it was set up a few years ago. The fish stay the same. But I get tired of the scape and change it up. It's getting to where I want it to be, so it probably won't stay like this for long.
There is nothing I have wanted that I can't find. It's just not everyone is willing to pay 30 or 40 bucks to have fish shipped. I can usually find people to ship fish 2nd day and not overnight so that cuts the shipping in half. Plus the fish online are usually cheaper than what I can get...
I think annual killifish have some very cool species, but there are plenty of non annuals too that are very colorful. The one you posted the pic of is a non annual. If you are willing to have eggs shipped, then you can have non annuals shipped too. And dario dario aren't easy to find either...
10 gallons are good for micro fish, and betta. Unless you want to try some shellie cichlids. But if you have issues finding equipment, then I doubt you could find shellies.
I would get a HOB filter. Less stuff in the tank. And if you go with some lowlight plants, I personally would fill it up...
