This is the letter I wrote my neighbor who keeps the dog tied up in the yard 24/7.

Dear neighbor,
It has come to my attention that your dog is left outside for long periods of time. There no such thing as an "outside dog." Dogs get bored and lonely quickly when kept outside over long periods of time. Trolleys can help and are better then a chain or a rope, but a dog that is outside most of its life, dose not live a very happy one. Dogs are pack animals, this makes them very social. They prefer to be inside the house with their pack, the human family that owns them. It is important to make your dog feel loved by keeping it indoors with the pack. Your dog is living, breathing, and can suffer as much as a human from, neglect. Please consider giving him the love and attention he needs.
From October 2003 to July 2004, 15 children have been badly injured or killed by "outside dogs". This is because the dog was not being socialized with by the humans that own it. With "Outside dogs" there is more then just a dog’s wellbeing at stake. Your children and your neighbor’s children can fall victim of a neglected dog. "Outside dogs" also have a tendency to get loose and roam the streets. The dog could easily get hit by a car, especially if it is a small dog. Please consider having your dog being part of the pack inside your house.

I hope it will be effective. The dog gets loose and runs in the street. I have all most hit it a few times. I put it in the hose allot when its running in the streets, they leave the door open. One time as I was leaving one someone else drove up and said they have been doing the same thing.

I think you will get a "mind your own darn business" reply back.

I would suggest if it is a nuisance..you contact your local animal shelter and have them investigate..

Ditto, call animal control. It's their right to keep the dog outside (I'm not saying it's right for them to do so), but certain conditions must be met in most communities. The fact that the dog gets loose indicates to me that these conditions probably have not been met and these people need a talking to from a police authority.

They aren't my next door neighbor, I haven't spoke to them before, spoke to their neighbors about how the dog is neglected. Doesn't seem anyone has confronted the owner. They live a few blocks from me. Its not that the dog is annoying me by barking or something. Its outside in all weather conditions all the time. It doesn't have a dog house or anything. If it continues I will call the animal shelter or offer my service as a dog nanny/walker or something. I could use the exercise to shed off all those Christmas cookie for summer.

In the majority of the states...IT IS A LAW....that all animals that are kept outside are to be given proper and adequate shelter...from all kinds of weather.....and depending on what state you are from (your locale isn't posted)...really all you can do is contact the ASPCA....The Animal specialists are getting more and more involved these days because of animal abuse, regardless of what type of animal....If they see that the animal is not taken care of properly the ASPCA workers will write a 24-72 hour ticket (basically a FIX-IT ticket) for the owner to provide proper care for their animal and if the needs aren't met...the ASPCA workers have legal justification to take the animal off the property. So just call the ASPCA or local animal control (pretty much same thing) and report what you have seen...Real stronge word of advice:::try not to get involved with the owners. It could turn real ugly and not to your behalf.....(In Minnesota, it is against the law for dogs to lay on concrete....they have to be supplied some kind of bedding)....And look at New York City the ASPCA workers there have full police power......

There is such a thing as an outside dog.
What about cattle dogs they love it outside but they do need a dog house with some rugs and stuff to keep them warm.
Saying this though these dogs get plenty of exercise if you live in a city or have a small back yard your dog needs to be exercised and thats playing with them and caring for them. If your neighbour isn't exercising the dog and if they don't have a dog house then thats not fair.

What kind of dog is it?

I don't know. I think its a mutt. I think its a toy..its about halfway up to the knee. Its just tied to a tree.
Is a cattle dog the same thing as a herding dog?
