I did a ph and nitrate test yesterday on my 35gal and the results were:

7.6ph
40ppm

I did a 40% water change and re-tested the tank today and the results were:

7.2ph
40ppm

I want to get my ph down to 7.0 and lower the nitrates. Any suggestions on what the best and safest way to do this is?

I would worry about the nitrates more than the pH. As long as you're doing water changes on a consistent basis there shouldn't be a problem. I'm not sure why you're so desperate to lower the pH though. If you have hardy, adaptable fish you're better off not manipulating the pH unless you need to in order to breed fish that require pH.

the only reason i wanted lower my ph was because upon my research, it looks like my fish wish manage well at about 7ph. I'm not worried about or desperate. It was just a thought.

I wouldn't worry at all about the pH. Almost everyone here agrees that MOST fish are readily adaptable to most any pH as long as it is stable.

Are you sure your nitrates were at 40 ppm before and after the wc? That should have been lowered. I recommend another wc and test...

I did just that and the ppm is now somewhere between 10 and 20.

you should start looking into a bigger tank for the near future. at this time i think you are on the border of your stocking limit, but mostly you are inappropriately stocked. the raphael cat will get 6 inches or so, possibly more. the knife will eventually eat the danios and maybe the platies, and definitely all the platy and ram fry. it will get at least 14" long.

You have a high PH and I have a low PH. I did about a 10% wc and the PH is still about a 6.4. It was a 7.0 until I took the plastic plants out and cleaned them. Now I need to raise it back up.. How do I got about that? Do I do another wc in a couple of days? If so how much?
BTW I am on a well not city.
