a female goldfish will still lay eggs in the tank. however, they wont hatch unless there's a male in the tank to fertilize the eggs.
the slow and agonizing death you're referring to is called being egg bound. it doesn't happen often.

if its egg bound, its abdomen will swell and it will have a dark spot on the swelling.... chances are it wont swim very well either.... most of the time a female will re-absorb her eggs without any problem
