wait what size tank is this for. i would think that 2.5 wpg would be fine on most tanks. what spectrum of bulb are you using?

the think with the lights you suggested would be that thay are cheap. i got one like that when i first set up my tank. it was a 36in with 96watt lighting for my 30 gallon ended up using just one bulb. also if i did use two the hood would over heat and it smelled like burning plastic. if you really want new lights i'd say go with AHsupply or get some good T5's

2.5 watts/gal should be fine for most plants. What size tank?? If it is a tall tank then maybe not enough light is getting to bottom. What kind of plants, some do grow slow.
