I have had tons of pacmans over the years and the absolute best substrate for them is wet paper towels. Many feel this is not natural enough, but I feel their health should come first. White paper towels show every bit of waste to help you clean them often enough (complete change of substrate on the basis of every other day to every day, not once a week to once a month like so many suggest). They can burrow into it. If you would like you can add a pile of plastic aquarium plants in the corner that they can burrow into if they want. It keeps the moisture up better than any soil or soil-like substrate (Eco-Earth, Bed-a-Beast, plain soil, etc.). I have never once ever had any issue with any pacman on wet paper towels, I have had issues with every single other type of substrate.
