I had a white fin Rosy Tetra that appeared to have a stroke. I found it stuck to my intake basket and it was only able to move it's head and gills like it was paralyzed from the gill's down.

im sure fish, being a living thing with blood and a brain and a CNS, would be susceptible to strokes.

however, it would be highly unlikely that you would be able to tell.

I would think it is possible, but do not think that is what is wrong with your fish. It just got sick and too weak to fight the "sucking-current".

They can, and depending on the severity and where in the brain they occur, they can survive them, at least for a time.
