I'd say a 20 gallon would be okay for one adult black moor or most of the smaller fancies. Waste output is really a factor of body mass with goldies. And compared to other breeds, the black moor doesn't get that massive/large. But it doesn't give much leeway for you on parameters. If you could go a little larger, it helps even more of course. As a minimum, it's adequate.

20G for just 1 goldfish is ok use a good filter and do your water changes weekly. i allow 15-20 gallons per fish in my tanks.

It would be adequate, but since goldfish are such social creatures I would double the size to a 40 or 50 gallon and find him a friend. You'll need a filter with a large biomedia capacity to account for the tight stocking. Any good canister would fit the bill. Just remember to keep up on water changes and monitor the tank with a liquid test kit.
