I only bought 1 bag for my 20 long, and i was wondering if it would be okay to put flourite at the bottom and gravel on the top to add a nice layer of rocks. That way the roots would be where the flourite is....Is this okay?

works fine for me. you'll have to supplement the substrate with fertilizer for roots anyway. just make sure the gravel isn't too large. most aquarium gravel is fine for use.

excel is a carbon suppliment for your plants. people who dont inject co2 use it (some people even use it with co2)
for ferts you need nitrogen, phosphate, potassium (those are the macro nutrients N-P-K, they are essential). you also need trace ferts and iron. seachem sells them all
