oranda turning black and white dust like particles on tail

The problems just never seem to stop :nilly:. Paisley, our oranda after defeating a bout with an ich outbreak has turned black on some parts of his body about a week after the end of ich treatment. He was fine for that week but now he's clamped at the bottom of the tank. I moved him to the quarantine tank and noticed some white dust on his tail and I have no idea what this is or what is affecting him. As for turning black, I think those are symptoms of ammonia burn or healing right? I was hoping its just him healing from the ich battle. There are no traces of ammonia nor were there any when we got him. Parameters are the usual in my tank

Ammonia - 0
Nitrite - 0
Nitrate - 0
PH 6.5

Nitrates should never be at 0. IMO that means an uncyled tank

tank has been cycled for 2 months now, I believe my plants are taking in all the nitrates.
