I need to build a stand for a 20 gallon high (because I don't feel like spending $80+ on one). I've done a lot of net searching, but all the sites I find are for making huge stands.

At one LFS, they sell a stand made of 1x2 that looks to be just a couple rectangular frames and eight legs. It looks something like this (please excuse my horrible mspaint drawings):

This seems to be the simplest design (very similar to design A here: http://www.aquariacentral.com/diy/stand.shtml but with the legs on the outside of the frame rather than the inside). Think that would work with 1x2 like it's sold at the store, or should I use 2x4? I'm thinking 2x4 for the rectangles, but if I go that route, could I go with four 2x4 legs or still use 8?

My other thought is to do basically the same thing, but with notched legs like this:

I have no idea, however, how I'd properly cut the notches like that.

In general, would wood glue + screws or wood glue + bolts be better?

i built a 75 gallon stand out of 2x4's. you will be able to use the same without problems. i would recommend putting the legs inside the rectangular frame, so the weight of the tank is directly on them instead of stressing screws. also, hold them about 1/2" down from the top of the rectangular frame so that the tank fits inside of it and "locks" in. this will keep it from getting knocked off. for a 20 gallon, i would only use 4 legs. good luck

What are you using for the walls? You could use 1/2" plywood for the walls with 2X2's in the four corners (glued and screwe). Use 2" screws from the inside and you won't see the screws heads (careful not to countersink the heads too far or they'll poke through!). If you use a fine blade, you can cut the front corners of the plywood at 45 angles and not worry about trimming the corners or edges showing. As you've no doubt seen, there are many ways to do it.
