Are dwarf (pea) puffers fresh or brackish?

They are definitely fully freshwater. In their native habitat they reside in freshwater. If you look at fishbase.org it lists freshwater, no brackish.

pH is less of a concern for a lot of fish than TDS and gH and alkalinity.

While a pH is effected by those parameters, you can also have the same pH found in their native habitat, and have TDS etc. in improper amounts for that species.

I'm not sure what the preferences of dwarf puffers are as far as that since I haven't kept them and never had much interest in them.

FW for sure. i wouldnt worry too much about your water chemistry as long as it is stable.
