So my old instant ocean hydrometer was somehow knocked to the floor and broke the other day, I went out and picked up a new one and ran some tap water through it and it was reading 1.014, I rinsed it did it again and it said the same. I put some water from my freshwater tank in there and it was reading maybe 1.001-1.002. Could it be defective or am i just reading it wrong? I've never had these readings before btw

Obviously not calibrated correctly. Have you considered a refractometer? They are much easier to calibrate with the solution you can purchase for that.

I had read somewhere that they were expensive and didn't really give it a second thought but I just google shopped and some came up at $40. Thats not bad at all I wanna be sure my gobies are in the right SG.

You can get one for around $35 on Ebay. You must get the calibration solution also.

Nope, as long as it's calibrated correctly.

Most will come with a calibration fluid. Unfortunately the solution will be in the full salt range but still, a calibrated refractometer is much better than a hydrometer. Any of the $35 instruments seem to be fine.
