Question about my Craigslist light

I bought a compact fluorescent light off Craigslist, and I'm looking for more info. It is 24w, and it sits on top of a 20 gallon aquarium. 6700 K daylight power lamp. "Daylight as midday sun on a bright sunny day."

Plant descriptions always say that the plant is either high, medium, or low light plants. Where does my lighting fall in this range (I don't have a point of reference).
