It is illegal to import without a phyto-sanitary certificate and Aquatic Magic does not supply them. They are on the USDA and Customs watch lists.
Yes, packages do get through, but many are seized and you don't want your name on a federal list for some readily available plant. There are many more socially acceptable reasons to be on a watch list.
