Best way to get water to a sump in turtle tank without drilling?

I have a 90 gallon that I want to use for a turtle tank. I want to have it about 3/4 full with water and the rest a built up dry structure. I have a wet dry sump with an overflow skimmer box but there seems to be no possible way to use an overflow skimmer box with the water level being that far from the top of the tank... does anyone know of an idea to do this?

I have no idea about how this is normally done, but I would imagine you would have to drill the tank at the desired water level, and then pump it back in
