at the top of the glass do i take off that silicone? not on the trim but on the inside that goes all the way up t the trim?

I have never resealed a tank but I would think that you should remove all silicone on the side that is being resealed even at the top.

I wouldnt mess with it just to be safe. As long as it's completely dry it's fine.

Anyway, I agree with petluver. I have never re sealed a tank either. But from what I have read you are supposed to remove all of the material and replace it. New doesnt stick to old. So if your water was up to the top for any reason, it could leak easily.
