Is a 15 year old tank "too old" in terms of the tank possibly springing a leak ?

For me. it would depend on what kind of storage conditions it has been in. If a hot garage or subject to freezing, or if the silicone doesn't feel pliable to your nail, I would reseal it before using.

If it has the old Oceanic blueish silicon I would reseal it regardless of the condition if it has been previously used and then subsequently stored for any period of time over a Year.
